The MSSPAD program at the University of Macau is a graduate-level program designed to prepare students for careers in the civil service and public organizations within Macau SAR, mainland China, and other administrative regions. The curriculum includes an exploration of the structures, operations, and policies of regional governments, with training in policy analysis and an emphasis on the changes experienced since Macau's governance transition from Portugal to China. Students acquire knowledge in public administration, public finance, human resources management, and adopt critical analytical, research, and communication skills essential for public sector careers or further academic pursuits. The program comprises intensive coursework in the first year and research/project work in the second year, culminating in an oral defense. Graduates are equipped for roles in government, NGOs, and policy-related professions.
